Few CMake configuration improvements 

- C++-17 is now default
- Default build type is now 'RelWithDebInfo'
- for non Release build types
  - Kokkos is built in debug mode (=> checks for bounds)
  - standard C++ library is built in debug mode (=> checks for bounds)
